Moves Ahead
 

On May 3, 2012, the visionary British Columbia Premier, Christy Clark quietly, imposed a reservation of all the unlicenced water in four key rivers and one Lake, in the Prince George Water District, in  move that is viewed as preparation for the coming development of the massive fresh water export / clean energy project that Premier Clark has been touting in the media recently.  The project, when completed, will move massive amounts of fresh water to the United States and Mexico.  

Co-incidentally, there were also some surprising hirings and resignations linked to the Water War Crimes in the political arena in Canada.   

Insiders Come and Go

On May 3, 2012, in a move that the editors of this web site consider to be a serious mistake, British Columbia Premier,  Christy Clark, appointed former British Columbia civil servant and water engineer, James Mattison, (shown in above photo on the left) to positions with the Oil and Gas Appeal Tribunal,  the Environmental Appeal Board  and the Forest Appeals Commission, until December 31, 2014.  (See Orders in Council 280.261 and 282). 
 
In the opinion of  the editors, Mr. Mattison was a key player in the crimes of fraud, perjury, and obstruction of justice, carried out by a crooked cabal of lawyers with the Ministry of the Attorney General between 1993 and 1999 in the lawsuit filed by Sun Belt Water Inc. against the Government of British Columbia


It is an open question as to what was the full role of Mr.
Mattison
in the creation of the form of Order-In-Council No 331, made March 18, 1991, which, artfully, conferred an illegal monopoly over bulk water exports on W.C.W. Western Canada Water Enterprises Ltd. that excluded its competitors, Sun
Belt Water Inc.
and Aquasource Ltd., from the competition to supply fresh water by marine tanker to the Goleta Water District in 1991 and which has resulted in two major lawsuits against the Province. However, to affidavits filed by Mr. Colin Beach, President of Aquasource Ltd.,  in the Aquasource lawsuit, there is documented evidence showing that Mr. Mattison was involved in the drafting of correspondence signed by Premier Bill Vander Zalm and sent to California promoting the secret, illegal, agreement between the Province and W.C.W. Western Canada Water Enterprises Ltd. which supports the position that Mr. Mattison was later engaged in a deliberate and wilful act of perjury when he denied and covered up the existence the agreement referred to both at Examinations for Discovery and by affidavit in response to Interrogatories in the Sun Belt Water Inc. litigation.

More recently, on May 30, 2012, it was announced that Lee Richardson (shown in above photo on right) was quitting his position as a Conservative Member Parliament in Ottawa to join an new Alberta based government backed by Pete Lougheed, a famous lawyer - politician with the mega Alberta law firm of Bennett Jones home to several lawyers a one former Ambassador connected to the Water War Crimes.

Richardson had served as executive director to Alberta Premier Pete Lougheed from 1979 to 1983.  Then moved to Ottawa to work for Canadian Prime Minister Brian Mulroney where he served as Mulroney's deputy chief of staff and special advisor on Western Affairs from 1988 to 1993.  For this reason, it is expected that Richardson may be a key witness to some of the insider dealing in Ottawa that are related to the Water War Crimes.

 Unrecorded waters of the following streams in the Prince
George Water District are reserved for a two year period:
     Bowron River
     Fraser River
     Hutda Lake
     Nechako River
     Willow River


The photo above left is the Fraser River near Prince George British Columbia.  The photo above right is an aquaduct in the desert of California.    The NAWAPA calls for about 10 % of the flow of the Fraser and other Canadian Rivers to be diverted to the USA.  

It  the opinion of the Editors of this web site that the key agreements concerning the export fresh water to the United States were concluded during the time of the Olympic Games  in Vancouver in February, 2012, when US Vice President, Joe Biden, and the Governors of four western US states travelled to Vancouver and signed important bi-lateral agreements.  A fifth agreement concerning the joint management of the Flathead  Lake watershed between British Columbia and the State of Montana was signed a month later.
