On August 22, 2008,
Themis Program Management and Consulting Ltd. (Themis) employee
Joanne Platt, quietly slipped into a courtroom in Victoria, and was observed by several witnesses to be communicating with
Mr. Justice Peter Leask by some system of non verbal communication.
Mr. Justice Leask would not co-operate.
According to an eye witness,

This woman looked very upset that whatever was being communicated was not in her favour. There were gestures like her head shaking, so slightly to the left and right to express ‘negative’, but weirder was her facial contortions of dismay, or desperation…eyebrows puckering and eyes squinting.
I didn’t really know which emotion because of the intensity and because I was trying to watch the judge’s responses and actions. What I did sense was the judge did not want to communicate with her and wanted no part of what it was she was desperately attempting to accomplish out of the non verbal communication. Mr. Justice Leask made it clear in his response back to her that he wasn’t going to comply through the motion of his head shaking. I didn’t understand what was being communicated and I tried to make sense of it. To actually witness this type of action in a courtroom shocked me”

The only logical conclusion is that
Themis employee,
Ms. Joanne Platt, was engaged in a crime or attempting to obstruct of justice, a crime that carries a penalty of 14 years imprisonment.
On December 8, 2009, in Nanaimo British Columbia,
Provincial Court Judge Justice Saunders temporarily protected
Joanne Platt by refusing to admit into the court record the affidavit of
A.B., denying
Mr. Carten the right to make argument on the issue of obstruction of justice by Joanne Platt and by denying
Mr. Carten the right to call witnesses in his defence. We believe Justice Saunders was acting on instructions from insiders with the
Government of British Columbia.
The reader should understand that
Themis is the company that operates the Family Maintenance Enforcement Program in BC, has been one of the key players in the Canadian and British Columbia government attack on
Mr. Carten and
Ms. Gibbs.
Themis was established by insiders with the Government of BC, the employer of
Judge Justine Saunders, who persuaded the BC Government that their company,
Themis, should take over and manage the collection and enforcement of child support obligations under court orders. We have no idea how much the government was paid when it sold this business opportunity to these insiders - probably, they stole the opportunity deal for nothing.
In about 2001, those insiders sold their shares to the huge American company,
Maximus Inc. and Themis is now a wholly owned subsidiary of
Maxumus Inc.
Legally,
Themis operates as an agent of the Attorney General for British Columbia to collect and enforce child support obligations and its tactics are lifted from the pages of
Hitler's Gestapo. Themis shows no respect for basic human rights or for enshrined
Canadian Charter Rights. As of December 19, 2009,
Maximus Inc. legal counsel,
Mr. David Francis, and Themis legal counsel,
Mr. James Sullivan, refuse to advise who directed
Joanne Platt to take time from her professional schedule and carry out an attempt to persuade
Mr. Justice Peter Leask to convict
Mr. Carten through a system of non-verbal communication probably
Freemasonic in nature.
The history of
Mr. Carten's entanglement with Themis began in 1997 when he was unable to pay child support because he was
misled by the BC Government promises to settle the Sun Belt claim, and promised financing from private sources did not materialize, Themis pounced on and destroyed
Mr. Carten's business and destroyed his ability to pay child support with full knowledge of the long term harm their actions would cause his children and ex-wife.
The reader should keep in mind that the
Ministry of the Attorney General for British Columbia had previously appointed its former Deputy Minister, the corrupt
Mr. Robert Edwards, to
Mr. Carten's divorce case and
Mr. Robert Edwards ordered Mr. Carten to pay child support at twice the level he should have been paying under the Parliamentary guidelines based on
Mr. Carten's income. This was a deliberate by
Robert Edwards to protect himself because Mr. Carten was embarked on a course that was going to expose him as a master criminal. Themis knows that but they keep chasing
Mr. Carten.A year later,
Mr. Justice Donald Brenner, another crooked judge
, unlawfully raised
Mr. Carten's child support obligations from $1,500 to $2,000 per month without any evidence of any increased income by
Mr. Carten. In what appears to have been a reward for services rendered, the Government of Canada appointed
Mr. Brenner to be
Chief Justice of the BC Supreme Court in June 2000, five months after former
Chief Justice Bryan Williams had suddenly resigned when
Mr. Carten exposed
Williams as a key player in the judicial conspiracy to block the Sun Belt lawsuit.
In October 2007,
Mr. Carten exposed
Justice Edwards as a major criminal and he dropped dead on November 5, 2007.
Mr. Edwards is now reaping the rewards of his Karmic debt in Hell.
In 1998,
Mr. Carten explained to
Themis that he was going to need some time to re-establish his law practice after the aborted venture with
Sun Belt Water Inc. Mr. Carten had had a solid history of paying child support since his marriage breakdown in 1991 so there should have been no question about his willingness to pay.
Themis would not agree to any compromise and, although it had clear legislative authority to work with debtors,
Themis chose instead to destroy
Mr. Carten because he was regarded as an enemy of the state.
When released from jail, the attacks by
Themis continued without ceasing and
Mr. Carten fled to Alberta where he took part time work at minimum wage on construction sites, loading trucks and at other odd jobs. On his days off,
Mr. Carten continued to do his work for
Sun Belt Water Inc. and tried to negotiate some terms of agreement with
Themis so he could return to BC and go into business and support his family. However,
Themis would not relent and encouraged the Alberta child support enforcement program to chase
Mr. Carten for $2,000 per month when he was only making $300 or $400 per week.
At this time,
Themis started slandering and libeling
Mr. Carten by telling the Alberta program
Mr. Carten had a history of violence - which was completely untrue.
In the summer of 1999,
Premier Glen Clark was removed from office in the summer of 1999 and, in October 2000, sensing that a change in the regime might mean he could go back into business,
Mr. Carten returned to BC.
When he returned to B.C.
Mr. Carten attempted to re-establish his work and business situation. He met with
Chris Beresford, the local director of
Themis in Vancouver. Mr. Beresford refused make any compromise that would allow
Mr. Carten to go back into business.
Mr. Carten then applied to the
Supreme Court of British Columbia to change his payment obligations but although he was on social assistance at the time, the insiders at the crooked court system in British Columbia assigned the crooked judge,
Mr. James Taylor, who would not agree to any of the reasonable proposals that
Mr. Carten put forward so he could re-establish his business and begin paying child support again. According to sources,
Mr. Justice Taylor had a reputation of trading favours from the bench in exchange for children for sexual purposes.
The lawyer for
Themis, a woman named
Nola Silzer, came to court and proceeded to mislead the judge with many untruths about
Mr. Carten. She misleadingly stated he was a
deadbeat dad who never paid child support. Even though
Mr. Carten proved her to be misleading the judge,
Judge Taylor would not order the untruthful lawyer or
Themis to pay any of the costs he incurred to prove she was completely frabricating her submissions. There was definitely something perverted about
Justice Taylor.
Judge Taylor was clearly biased in favour of the BC Government and he made it plainly clear he was going to cheat and defraud
Mr. Carten at every opportunity he had.
Mr. Carten fought back by publishing the misleading ways of
Ms. Silzer who was forced to leave the government in shame and who now works for a
Liberal Party law firm in the Victoria area.
A few years later,
Mr. Carten learned from a private investigator about the secret life of
James Taylor, who allegedly who did favours from the bench for organized crime in exchange for sexual favours with children.
Mr. Carten reported these crimes to various police and justice department officials in Ottawa and
Judge Taylor suddenly dropped dead.
During the period from 2000 to 2006,
Mr. Carten was warned, time and time again, that his life was in danger and that he should be extremely cautious.
On one occasion, he was threatened with death while entering the courthouse in Vancouver. This was obviously a set up and the
sheriff's office was clearly a party because, when he entered the courthouse, a sheriff came up and asked
Mr. Carten if he had a problem outside. Never before in his 22 year career as a lawyer had a sheriff come up and made such an inquiry.
The reader is reminded of Chicago, in the 1970's, when
FBI Operation Greylord nabbed criminals inside the court system, 7 or 8 sheriffs went to jail along with 16 judges and 42 lawyers.
The reader should also be aware that, in 1999 and 2000, the mass murders of innocent young women were being discovered at a
Pig Farm in Coquitlam, a small community outside Vancouver. Although one man has been charged and convicted, what the public has not been told is that is that there was major partying going on at the illegal bar that was operated at the Pig Farm and that judges, lawyers, high rollers, politicians, and others who would attend do drugs and watch live sex shows that some people say included live murders.
NBC did a special on this but the Canadian media would not let it air in Canada.
Mr. Carten's underground business did not prosper. It is difficult to operate an all cash business without any known address.
Mr. Carten was forced to take these measures because Themis was relentlessly hunting for him.
In 2005,
Themis caught up with
Mr. Carten again and served him with a subpoena to go to another court hearing threatening to put him in jail because his child support arrears were now over $200,000.
Jail in British Columbia, is a very dangerous place for people who are whistle-blowers.
Private investigator
Rob Nicholson was put in jail and had a sudden heart attack that nearly killed him although he was in excellent health. The heart attack took place shortly after he ate a prison meal that was probably laced with poison. There are no court records or official prison records of
Mr. Nicholson ever being in prison. The only records that he was in prison are the records from the prison infirmary that the nurse shoved in his bag so he could show his doctor the medical information of what happened in prison.
Mr. Nicholson is pretty certain he is the victim of an attempted murder because of the work he does exposing child molesters and sex abusers who work for the British Columbia governments.
Mr.
Nicholson was put in prison by lawyers acting for
Themis who are part of the same network of dirty corrupt
BC Government lawyers that seize children from families to put them in foster homes where they will be sexually abused, used to make child porn movies or sold into child prostitution.
Mr. Nicholson is a highly credible source of infomation and he was one of the courageous private citizens who was blowing the whistle on
Provincial Court Judge Ramsay from the Prince George area who was sexually abusing children who appeared before him in Court. Co-incidentally,
Mr. Justice James Taylor issued a gag order against the
Reverend Kevin Annett who had been blowing the whistle on the same judge.

Mr. Carten hired Comox Valley criminal defence lawyer,
Alan McGarvey, to defend himself from Themis, the operating arm of the
BC Attorney General that had engaged in major crime.
Mr. McGarvey is one of those small town criminal defence lawyers who does excellent work protecting his clients from government abuse and he was doing an excellent job for Mr. Carten until the
Law Society, president
Tim McGee, contacted
Mr McGarvey. At that point, certain events took place that compelled
Mr. Carten to discharge
Mr. McGarvey. This was done to protect
Mr. McGarvey's career because the president of the Law Society,
Mr. McGee, was angry that he was being compelled to go to court to explain why the
Law Society would not permit
Mr. Carten to practice law and
Mr. McGarvey could lose his licence over it.
Law Society of British Columbia president
Tim McGee is another agent of the
BC Government.
The
Law Society brags to the public that it is independent but, in truth, when the
BC Government says
“Jump”, the
Law Society say
“How high?”.
Mr. McGarvey was discharged in the summer fall of 2007 and
Themis thought they were in the driver's seat and would eventually have
Mr. Carten behind bars again, and, possibly murdered, like it appears someone tried to murder
Rob Nicholson.
Shortly after
Mr. McGarvey was discharged, events took place in the
Provincial Court proceedings involving
Themis that led to
Mr. Carten being prosecuted under a charge of criminal harassment.
The legal assistant to
Chief Judge Hugh Stanafield was a woman named
Brenda Edwards. This woman became involved in the proceedings because
Mr. Carten had served a subpoena on
Judge Robert Gould to appear as a witness in the proceedings
Themis had brought against Mr. Carten in 2007. Back in 1998
Judge Gould had put
Mr. Carten in jail for 40 days and
Mr. Carten believes that the case was fixed and that
Judge Gould was, in fact, acting on secret directions from the
BC Attorney General. This is one way the
Attorney General fixes cases in British Columbia.
Mr. Carten intended to put the judge on the witness stand and cross examine him about these events to prove the conspiracy against him by the
BC Attorney General.
Ms. Edwards became involved to set aside the subpoena Mr. Carten had served on Judge Gould and this was fair enough but some strange things began to take place after Ms. Edwards got involved that led to Mr. Carten being charged with crime of criminal harassment under section 264 of Canada's Criminal Code. The charge was entirely malicious and a flagrant abuse of power by the Attorney General and Mr. Carten was eventually acquitted. (Ms. Edwards is a defendant in the federal court lawsuit and the strange things will be described in the Brenda Edwards page when it is uploaded)
One day during the course of the prosecution proceedings in Victoria, a middle aged woman with dark reddish hair, quietly slipped into the courtroom and took a seat. The only other people in the audience that day were friends of Mr. Carten, so the presence of a stranger was quickly noted. We later learned that the woman in question was an employee of Themis named Joanne Platt.
Shortly after she entered the courtroom and thinking no one could see her because she was in the back row of the courtroom, Ms. Platt proceeded to communicate with Mr. Justice Peter Leask using some system of sign language, probably Freemasonic in nature. Mr. Justice Peter Leask, who is reputed to be a Freemason, was seen to glower directly at Ms. Platt and deliberately shake his head back and forth in an gesture that indicated he would have nothing to do with Ms. Platt's request.
It is a well known fact that some Freemasons, including some of their female associates, abuse their secret sign language and oaths of fraternal assistance to pervert the course of justice. This is not an attack on the philosophy or organization of Freemasonry. Freemasons are human and suffer from the human character defects that others humans succumb to, from time to time. However, their system of sign language and code words creates an opportunity for mischief and, unfortunately, some members of that fraternity (which now often includes women) have followed the wrong path.
In our opinion, Ms. Platt was sent directly to the court by superiors at Themis or some other agency of the BC government with instructions to try to influence Justice Leask through the use of Freemasonic sign language but Mr. Justice Leask, to his credit, would not permit himself to be drawn into Ms. Platt's dirty game.
This is an issue that will be explored as the Federla Court lawsuit moves forward. Ms. Platt was a lawyer and employee of Themis and she had absolutely no business in that courtroom on that day. She receives a professional salary from Themis and until Themis provides an adequate explanation for her presence in the courtroom that day she is presumed, at law, to have been acting under the direction of Themis to try to secretly obstruct the course of justice, a crime that carries a 14 year sentence. This information is published here for the first time and it will be interesting to see what consequence ensue for Ms. Platt.
Will Ms. Platt suddenly drop dead like the eight crooked judges?
After the conclusion of the criminal prosecution, Themis again took up the cause of abusing Mr. Carten in the Provincial Court which was one of the motivations for Mr. Carten to agree to assist Mr. Nicholson to expose Judge Stansfield as a major criminal and that led to Judge Stansfield's sudden death which, as stated, was probably by murder or suicide although the official explanation is that he suddenly dropped dead from cancer. Mr. Nicholson stated he had evidnece that impiicated BC Provincial Court Chief Judge Stansfield of sexual molestation of children, as young as six, and he was prepared to put that information in an affidavit that was sent back and forth over the internet between April 20, 2009 and May 2, 2009. The internet communications of Rob Nicholson and Mr. Carten are both monitored by the authorities. Chief Judge Stansfield checked into the hospital on May 2, 2009 and he was dead five days later.
Death by cancer is a highly unlikely event since Mr. Stansfield was seen to be in robust good health at a public hearing on April 25, 2009 and was dead by May 7, 2009, cancer kills over months or years and not in a few days. However, governments do not like to admit their judges are crooked so we confident that the cancer explanation is more smoke and mirrors to bamboozle the public.
Themis employee Brent Hird, another lawyer, is also part of the conspiracy against Mr. Carten. Mr. Hird was caught trying to enter in the court records a fraudulent court order that would have put Mr. Carten in jail for two days every month without a trial.
This issue will also be explored in the Federal Court lawsuit.
The attacks by Themis upon Mr. Carten continue is this day.
So far, we have told the reader the dirty tactics of Themis against Mr. Carten but Themis also attacked Ms. Gibbs in a very mean minded and malicious way.
Ms. Gibbs had been separated and divorced from her husband. Her ex husband paid regular child support for three children of about $1,700 per month. His payments were taken directly off his monthly pay cheque and deposited into the bank account of the Alberta Family Maintenance Enforcement department who promptly remitted the funds to Themis in British Columbia. However, instead of immediately depositing the money in the account of Ms. Gibbs, Themis deliberately and maliciously, withheld the money to the last few days of the month. We can confidently say, this delay in payment of the money owed was done on purpose and with malice because, when Ms. Gibbs, after many complaints to Themis, eventually complained to her member of the legislature, her MLA, the money, miraculously, started being deposited into her account at the first of the month. In our opinion, Themis withheld the funds in order to cause as much financial hardship as possible on Ms. Gibbs and her young family.
Themis is deathly afraid of this case being permitted to proceed in the Federal Court.
After our experience in the Provincial Court and Supreme Court of British Columbia, we went looking for justice in a court system that is not connected at the hip to the insiders in the Ministry of the Attorney General in British Columbia and, so long as we reside in British Columbia, the Federal Court is the only other court system open to us.
Another player inside Themis is Mr. Colin Miller who emerged from the shadows in Janaury 2010 as the bureaucrat in charge of Mr. Carten's file. Mr. Miller is such a mean minded person that he is threatening to cancel Mr. Carten's driver's licence which would prevent Mr. Carten and his son, who is blind and cannot walk, from enjoying visits together. These are the kinds of sociopaths, misfits, and perverts that are employed by the Government of Brisih Columbia.
Mr. Carten asked Mr. Colin Miller if he had children and Mr. Colin Miller started to nervous and uspet that Mr. Carten might harm Mr. Miller's children, which he would never do because that would be a crime, but, if they were dying in a ditch, Mr. Carten would just walk on by and let them die so Mr. Miller would learn a lesson not to pick on other people.
Mr. Colin Miller got upset when he heard Mr. Carten had appealed the decision of the crooked judge Justine Saunders and he is definitely worried about the lawsuit in the Federal Court.
Themis does not have the same ability to push around and control the judges of the Federal Court as it does the judges of the Provincial Court of British Columbia or the superior courts of British Columbia, (the BC Supreme Court and BC Court of Appeal) where the administration of the court has been basically a part of the Ministry of the Attorney General for British Columbia which also controls operations of Themis. Mr. Justice Leask was a courageous exception in the cast of cowards we have encountered in the superior courts of British Columbia.
The Federal Court is not perfect, Chief Justice Lutfy and his sidekick, the prothonotary/court clerk, Lafreniere, have stalled our case for about 22 months months.
We suspect that the stalling by Mr. Lafreniere and Mr. Lutfy was deliberate and may be the result of threats and intimidation by insiders with either the British Columbia government or Canada's federal government, or political favoritism by Mr. Lutfy and Mr. Lafreniere for the members of the Liberal Party who gave them their jobs.
Finally, after much delay, on December 1, 2009, after prothonotary Lafreniere, dismissed our case by relying on the fraudulent legal submission of Deputy Attorney General – John Sims, Q.C.
We have filed an appeal and will be soon have a hearing before a judge of the Federal Court who enjoys security of tenure and is less likely to succumb to intimidation or threats by insiders than a clerk like prothonotary Lafreniere.
